According to the 25/10 update its now available for everyone. But I cant find it

you have gone to the special upgrade agents in lions/kaenieng i presume and paid your 50 gp like opening the vault the first time?

The Xunlai Representative who sells the storage upgrade for Tyrian characters can be found in Lion's Arch.

Once unlocked there are 2 tabs on the account storage, one for anything like we've always had and another for each type of material.
